Overview EEO Investigator role at City of New York. The DCAS Diversity & EEO Office handles the intake and investigation of EEO complaints, processing reasonable accommodation requests, EEO, diversity and inclusion training, and workforce analysis. The EEO Investigator will work under the direction of the DCAS Diversity and EEO Officer to investigate complaints of discrimination, process requests for reasonable accommodation, provide training to agency employees on EEO rights and responsibilities under Federal, State, and City EEO-related laws and policies, and support agency diversity, equity, and inclusion initiatives. Responsibilities Provides guidance to employees on the City’s EEO Policy, internal complaint procedures, and reasonable accommodation request procedures. Conducts interviews of all relevant parties to a discrimination complaint, including the complainant, the respondent, witnesses, and any relevant staff. Investigations may require travel to DCAS facilities in any of the five boroughs. Analyzes complaints, develops investigative plans, conducts fact-finding, reviews documents, conducts related research, prepares related correspondence, and submits confidential reports containing investigative findings. Processes reasonable accommodation requests and maintains related records. Inputs complaints, reasonable accommodations, and related inquiries into the City’s EEO Database. Assists with the coordination and completion of reports mandated by federal, state, and local agencies, such as the Equal Employment Practices Commission (EEPC). Assists in the analysis of workforce data to identify trends and best practices for agency diversity, equity, and inclusion. May assist in the implementation of agency diversity, equity, and inclusion initiatives, as needed. Minimum Qualifications A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience in relevant areas such as budget administration, accounting, management analysis, organizational research, program evaluation, personnel administration, labor relations, or related fields. Special Note To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described above. Preferred Skills Excellent communications skills, strong analytical and writing skills, the ability to be objective and thorough in conducting investigations, and knowledge of Federal, State and City of New York discrimination laws.
